Baltic Control® is on the panel of Pre-shipment Inspection Agencies of the Department of Plant Protection under the Ministry of National Food Security and Research of the Government of Pakistan. This approval allows Baltic Control® to issue inspection certificates required for the export of pesticides, insecticides, fungicides, rodenticides to Pakistan. Through our worldwide network these services are available on a global basis. This service is provided to exporters as well as to the importers depending on contractual terms and conditions between the parties involved.

Pre-Shipment Inspection (PSI) for Pakistan

Recent amendments to Pakistan’s Import Policy introduced changes to the Pre-Shipment Inspection (PSI) requirements applicable to selected imported goods.

For certain product categories, Pre-Shipment Inspection and issuance of a Pre-Shipment Inspection Certificate (PSIC) are required before the shipment can be cleared for import into Pakistan.

Without a valid PSIC, goods may be subject to customs delays, rejection, or additional costs at destination.

Baltic Control® is an approved and internationally recognized inspection company, authorized by the Pakistan Standards and Quality Authority (PSQCA) to perform PSI services and issue Pre-Shipment Inspection Certificates (PSIC) in accordance with local requirements.

We support exporters throughout the entire PSI process – from applicability checks to inspection, certification, and local technical coordination in Pakistan.

List of goods requiring inspection and PSIC:

  1. Plant, machinery and equipment (new/used/refurbished) for relocation of complete projects (except excluded industries).

  2. Second-hand plant, machinery and equipment for construction (PEC-registered), mining, oil, gas and petroleum sector companies.

  3. Used drilling rigs imported by oil, gas and petroleum sector companies.

  4. Specialized vehicle-mounted machinery and transport equipment (mobile concrete pumps, mixer lorries, crane lorries, concrete placing trucks, dumpers, cement bulkers, prime movers 280HP+ etc.) for construction/mining/oil & gas projects.

  5. Second-hand or used waste disposal trucks for Municipal Bodies/Corporations/Cantonment Boards (own use).

  6. Second-hand / used fire-fighting vehicles for Municipal Bodies/Corporations/Cantonment Boards/CAA (own use or donations/gifts).

  7. Ground-handling equipment in second-hand/used condition for airlines, airport authorities, ground-handling agencies, port authorities, ICD operators etc.

  8. Second-hand / used prime movers (≥380 HP) for freight forwarders and movers.

  9. Waste, parings and scrap of plastics excluding hospital waste of all kinds (for industrial consumers).

  10. Solar PV systems, off-grid/standalone systems, solar kits, panels, cells, inverters, charge controllers, BOS components, LV switchgear and control gear, power converters, insulated PV cables, solar pumping systems, solar water heaters with accessories, solar stoves/cookers/ranges and parts.
